. ading to the dow's losses, a big drop in boeing shares. we'll have more on that in tonight's "market focus." the dow fell 55 points, the nasdaq lost seven, the s&p was down nearly five points. happening with the new government being there. europe -- in fact, i think it is a surprise for many because it is muddling through, and it will probably continue to muddle through for a while. but it has been muddling through okay. one of the indicators that always use is italy interest rates, and the 10-year bond rates. the beginning of last year, almost 7%. end of las year, 4 and change. and the u.s. -- we have seen some growth in the u.s. last year, and we believe we have, if we avoid to hit the fiscal ceiling, the debt ceiling -- if we avoid that, we have it in our hands, and we can generate positive growth. we are seeing some good indications in the markets that have pretty much the debt here in the u.s. the building and construction market. for four years it has been dead. now suddenly we see it is coming back to life. this will only be coming back to life if we send rong comftabl ssas an

to get the secretary of state to drop it on russia or chinese leaders about boeing or lockheed? how does that happen? >> this is where the washington turf battles come in. actually, ostensibly, this is the job of the commerce department. there has been a program created right after the cold war called commercial advocacy. where major corporations, big companies can like boeing and lockheed, because they were the -- you know, the only company in their market, could apply to the commerce department and basically get officials to lobby for them and be their corporate cheerleaders for clearance. and you're talking about for government contracts. so if pudin -- these are government officials in other countries making the decisions to buy billions of dollars of airplanes from boeing. so hillary clinton is the one who gets to meet them and that means something. or the secretary of state does. so what clinton has done is she said, well, we're going to try to take some of this portfolio from the commerce department, because we're bigger -- the commerce department has been without a confirmed lead

of a massive plane at logan international airport. turns out to be a boeing dreamliner. well the national transportation safety board is now launching a full investigation. this could be just one of several problems with the dreamliner, which was launched with so much fan nare. dan springer has details for us from seattle. >> reporter: yeah, jon the national transportation safety board has a team in boston right now investigating what they are calling a 787 boeing smoke event. it happened shortly after all the passengers and crew had got even off the plane at logan airport. they had just taken a 12-hour japan airlines flight from tokyo. a maintenance worker smelled smoke and traced it to a compartment near the back of the dreamliner which holds the lithium battery that powers the plane when it's not flying. a battery eventually exploded, the cabin filled up with smoke but nobody was hurt. had this happened during a flight it could have been catastrophic. it adds to the list of electrical problems the 787 has experienced since there was a major fire during a test flight in 2010. in decembe

. >> all right, brian, thanks very much. interesting and important stuff. >>> the boeing dream liner hasn't been in the air very long. in fact, the first delivery of one was fewer than 16 months ago. that's why a fire in a battery compartment of one plane is now so troubling. cnn's renee marsh is here working this story. what happened? >> this plane had just landed in boston from tokyo around 10:00 this morning. passengers deplaned. and the next set of passengers were ready to board when a mechanic inspecting the aircraft smelled smoke and called firefighters. they found heavy smoke in the cabin. and a fire in the underbelly of the aircraft. the flames were in a small electronics bay where batteries for an auxiliary power unit are kept. one of the batteries exploded. firefighters were able to extinguish the fire with a special flame retardant. firefighter suffered skin irritation. no passengers were hurt. the return flight to tokyo was canceled. we should also tell you the ntsb, the faa, as well as boeing and the airlines, they are all investigating the cause. >> i take it here too, this

need a full-fledged simple nigh. why do they need a boeing 737. why does the pentagon send $65 ,000 on a individual to send them to civilian grad school in why are there more generals now than when the army and marines was larger? why do they have a larger staff? cutting all of those won't save you hundreds of billions, but it just shows you the fat spread throughout the pentagon. i'll say u a couple of things. i agree two-thirds of what you said. and i salute your service at foreign service and brookings. it's good to see you. in the interest of debate that's the fun we have together, always. you mention a long list of potential areas of waste one of the most expensive things you mentioned is something i would support and say the state department should do more is idea of mid career sabbatical. not only do we benefit from it here at brookings. have a half dozen or seven of the mid career officer and intelligence community personnel and coast guard officers who teach us a lot but they go back, we hope, with different idea and new idea. if you look at the history of a lot of leaders
